The Penny Game From the Concord Coalition The Penny Game provides a good introduction to the elements and amounts in the federal budget and works well for all ages, especially elementary, middle, and high schools. This link goes to the full exercise with paper game boards. Players will work in teams of 4 or 5 players per team to learn how much the federal government collected in revenues and borrowed in fiscal year 2008 and how those funds were spent.
